Conditions of the Conditional Use permit that apply to the Plant Barrier:
Condition 30 of the Condition Use Permit (CUP) calls for a drought-proof plant barrier to screen the production area on the north side of Mission Gorge Road from Princess View Drive to Margerum Avenue.
Condition 31 of the CUP calls for all of the subject property to be maintained at all times in a neat, orderly fashion, free of junk, litter and debris.
Condition 24 of the CUP calls for all operations to be conducted in a safe and sanitary manner.
DEBRIS IS SUPPOSED TO BE CLEARED from the plant barrier. When the shrubs were thinned to maintain them, a lot of debris was left behind, both dead branches, which are fuel for fires, and inorganic "stuff" that can trap the dead branches and leaves. The photo below shows some of the debris left behind when maintenance was done on the plant barrier.
THE PLANT BARRIER IS SUPPOSED TO BE MAINTAINED. The original plant barrier was probably planted sometime in the mid 1980's. The oleander shrubs that survived and are tall and do a good job of screening. However, a huge section of the plant barrier (near Conestoga Way) has been dead for close to 20 years. In April of 2023, new plants were finally brought in and planted in the open space. However, it looks like many of those new plants are not surviving. The plants were apparently just dropped in the holes that were made for them with little to no backfill and apparently no watering. New plants need care, including watering. Planting new plants only to let them die does NOT fulfill condition 30 of the CUP. (See images below)
The PLANT BARRIER: WORK THAT NEEDS TO BE COMPLETED 1) FIRE HAZARDS/DEBRIS IN THE PLANT BARRIER NEED TO BE REMOVED. (CONDITION 24 OF THECUP) 2) NEW PLANTS IN THE PLANT BARRIER THAT HAVE DIED NEED TO BE REPLACED. (CONDITION 30 OF THECUP) 3) NEW PLANTS NEED TO BEWATERED IN ORDER TO SURVIVE. (CONDITION 30 OF THECUP) 4) DEBRIS NEEDS TO BE PICKED UP AND DISPOSED OF. (CONDITION 30, 31, 24 OF THECUP)
